Title Background Color Will Not Change From bright red no matter what I do

Customize -> Page Settings -> Select Background Color = Nothing changes. Banner is still red.

Tried Additional CSS:

#page-title{
background:#8be5d2;
}

Still red.

Deactivated Breadcrumb NavXT as per this same topic in another post.

Still red.

What can I do to get the page title cover to not be bright red???
